With reference to your Despatch

No. 16 of the 27th. of January, stating that the Crown

Agents had been instructed to select a suitable candidate

for the appointment of Surveyor, I have the honour to

inform you that when the selected candidate Mr. R. C.

Bird

entered upon his duties on the 18th. May it was

found that he had never used a theodolite or any of the

ordinary surveying instruments, and that the only kind of

surveying he had done consisted in taking measurements

with a tape for the purpose of checking the Ordinance

Survey Maps which were accepted as plans for such pur-

-poses as assessment of values etc.
